Bill Summary
To establish
a Fund for Initial Research by Novel Argentine Scientists.
FINDINGS
In an attempt to comprehend and justify this
initiative, I shall draw your attention once more to a widespread disease: poverty that
affects over 63% of our population.
Our regional economies and our small
and medium size industries have been badly stricken by poverty. There
are also many countries whose future and daily lives depend on how
strongly we support our researchers.
Despite the growing awareness for
some thinkers that our commodities are quite valuable, as it has been
the case of our country lately, it is my duty to move a step ahead
of current reality. The price of our commodities, no matter how valuable
they may be, compares very unfavorably to sophisticated technological
products. Needless to say, we cannot remain helpless when many Argentine
scientists are seeking other horizons to apply the knowledge acquired
in this country. Perhaps they have failed to realize that those who
have been less fortunate than them and will never gain access to a
university degree, do expect to get back their share of the tuition
expenses. They expect to be redressed for their effort.
It is also widely
known that the most qualified Argentineans leave the country and ,
at times, I have the feeling that they are almost expelled as knowledge
is increasingly becoming a major asset in the global economy. The Federal
government, in cooperation with the Secretariat of Industry, is determined
to discuss our value chains in competitiveness forums. Besides, the
Ministry of Education shall support those areas with high potential
that are determined to pursue a college degree.
No matter how hard we
may try, very little will be achieved unless these efforts are rounded
off by providing our scientific graduates with the opportunity to pursue
an initial state-funded research project. Over the last few years many
productive chains broke down, subcontracting decreased and the inter-entrepreneurial
mesh was torn. To rebuild this mesh it is indispensable to have the
backup pf our researchers so as to be in a position to generate productive
chains with additional technological and managerial complexities.
In
view of the above, I request my fellow congressmen to approve this
Bill.

ESTABLISHMENT
There is established the Fund for Initial Research by Novel Argentine
Scientists.
- The Federal Secretariat of Science and Technology and the CONICET
shall be summoned to submit a roster of graduate scientists who remain
unemployed. This shall prevent “brain drainage” to foreign
countries.
- Design and implement the services to be rendered by those scientists
in terms of the most pressing problems our country is currently facing.
Thus their focus shall be on control of starvation, of spreading
illnesses, poverty and environmental decay
FUNDING
Fund allocation should cover for
the researchers’ salaries. Provisions
for funding shall be made under Law No. 24624 (Sec. 6, 9, 10 and 11)
which entitles the Head of Cabinet to introduce budgetary changes.
Fund integration may also include the following:
1- A .05 % over primary excess
profit of GDP in excess of 3% that has been committed to the IMF.
2- A
percentage of current resources from the State Treasury. |
