Summary To establish the National Standards and Certification Institute of GENETICALLY ALTERED ORGANISMS FINDINGS Scientific research over the last 10 years has led to the introduction of genetic alterations in different organisms, mainly crops, with the subsequent increase in yield. This has also led to a certain rivalry between traditional and genetically altered production. It did not take us long to adopt the so-called transgenic varieties of crops, mainly soybean. Nowadays, it represents 90% of all soybean grown in Argentina and 25% of our total exports. Demand for these exports comes mainly from the EC which has been imposing tighter labeling regulations since 2003 for all products containing transgenic components. It is to be assumed that these policies may eventually lead to new tariff barriers. It is worth mentioning that Argentina and the MERCOSUR countries are not the only producers of transgenic goods; there are many leading producers worldwide that grow transgenic soybean as it offers significant advantages. It is mandatory to gain consensus at regional level concerning this matter for long-term, accountable trading relations with major partners such as the EC, China and India. The National Standards and Certification Institute of GENETICALLY ALTERED ORGANISMS is an indispensable tool to attain this goal. In view of the above, I request my fellow congressmen to approve this Bill. Jorge Giorgetti The House of Representatives ESTABLISHMENT There is established the National Standards and Certification Institute of GENETICALLY ALTERED ORGANISMS. The institute shall operate in coordination with the Federal Secretariat of Agriculture, Livestock, Fishing and Foodstuffs. DUTIES Said Institute shall enforce the specific regulations over all matters concerning genetic alteration and applied research and their trading and feeding implications. To this end, the Institute shall be entitled to sign agreements with national and international organizations. FUNDING Provisions for funding shall be made under Law No. 24624 (Sec. 6, 9, 10 and 11) which entitles the Head of Cabinet to introduce budgetary changes.
